For almost a decade the IFIP WG 8.5 has organized the EGOV series of conferences, which meanwhile has solidly established itself as one of three core conferences in the research domain of e-government, e-governance, and e-participation. Since 2009, ePart has emerged from the strand of EGOV as an IFIP sister conference focusing on the domain of e-participation. Henceforth, EGOV concentrated on e-government and e-governance. EGOV and ePart showcase completed research, ongoing research and practitioner projects. Like their predecessor conferences, IFIP EGOV 2010 and ePart 2010 brought together scholars and practitioners from all five continents representing over 40 countries. This year, EGOV published 35 full research papers in Springer LNCS # 6228, ePart published 19 full research papers in Springer LNCS # 6229 proceedings. For the ongoing research and project cases, the two conferences joined forces to compile one common proceeding published in this book, which cover another 35 contributions of EGOV and 11 contributions of ePart. The papers have been clustered under the following topical threads:

- eDemocracy
Beyond the ongoing research contributions, this proceeding covers brief descriptions of five special workshops and two panels.
