Recognising the urgency to take immediate action in protecting the global climate, the 21st Conference of the Parties (COP21), held in December 2015 in Paris, made a ground-breaking achievement in adopting the goal to limit global warming to well below 2°C and pursue efforts to limit warming to 1.5°C. The International Panel on Climate Change (IPCC) Special Report on the Impacts of Global Warming of 1.5°C shows that for the achievement of the Paris targets ambitions for climate protection need to be increased. Since the revision of its methodology in 2017, the Climate Change Performance Index (CCPI) is suited to measure the progress of countries towards contributing to the climate goals agreed to in Paris. It is now applied for the second time for the CCPI 2019 edition and thus guarantees a comparability with the previous CCPI 2018 edition. The Climate Change Performance Index is an instrument designed to enhance transparency in international climate politics. Its aim is to put political and social pressure on those countries which have, up until now, failed to take ambitious action on climate protection. It also aims to highlight those countries with best prac-tice climate policies.
